About Us: Embrace the thrill of working with a respected Joint Venture that combines the strengths of two industry giants, driving innovation and excellence in the maritime and defense sectors. Our team culture embodies the ethos of a small business, where every individual's contribution is valued and empowered to make an impact.

Role Overview: As a Programme Estimator (PMO) within our organization, you will be at the forefront of driving infrastructure resilience, unlocking value, and steering continuous improvement. Operating on the foundation of ISO5500, IAM, and APM/MSP principles, you'll channel your analytical prowess to provide impartial insights that guide decision-making, empowering our Authorities and Strategic Estates function.

Main Responsibilities:

  • Unveil your creative prowess as you craft and nurture cost plans for the 20 Year Infrastructure Plan and the 1 Year Forward Works Plan.
  • Champion precision by vigilantly monitoring in-year Infrastructure Programme cost plans and cost reports.
  • Ignite our strategic prowess by contributing the crucial cost input to strategic options.
  • Lead the charge in proactively monitoring progress, unraveling challenges, and propelling the programme change process.
  • Pave the way for 'through life cost' and 'total cost of ownership' requirements, ensuring your programme structures shine.
  • Harness your financial acumen to craft and maintain investment appraisals, using standard methods such as NPV.
  • Evoke the essence of 'Earned Value Management' as you apply its principles with finesse.
  • Master gateway processes, navigate the intricacies of RIBA project stages, and orchestrate seamless cost planning synchronization.
  • Unite your understanding with the Authorities' 20 Year Estates Management Plan and synergize with complementary programmes.
  • Collaborate seamlessly with our Asset Managers, ensuring their inputs to the programme through SAMP, AMPs, and ALPs make waves.
  • Embrace your role as a cost planning maestro, orchestrating the harmonious convergence of inputs from our planning team.
  • Empower your decision-making through meticulous analysis and interpretation of project progress cost reports.
  • Elevate communication with stakeholders to an art form, ensuring a symphony of coordination and alignment.
  • Illuminate performance against KPIs through regular reporting on programme cost, showcasing your strategic mastery.

Essential Experience:

  • With a minimum of 5 years, your diverse PMO and Programme Management cost planning experience shines as a testament to your expertise.
  • Proficiency in wielding cost planning tools, SharePoint (or similar), Microsoft Office, CAFM, and SAP.
  • A proven track record in navigating complex operational environments, mastering a diverse range of marine, building, civil, and system assets.

Key Competencies:

  • Your communication and analytic skills are not just strengths but distinguishing superpowers.
  • Interacting effortlessly with internal and external stakeholders, you command credibility.
  • In the face of obstacles, your persistence and resilience light the way to success.
  • You're the perfect balance of pragmatic and process-driven, ensuring outcomes are achieved with finesse.
  • The fast-paced environment is your playground; you own your decisions and commitments with grace.

Preferred Qualifications and Memberships:

  • Unlock your potential with cost management qualifications and membership in RICS or a similar realm.
  • Possessing or eligible for security clearance is the key to unlocking this adventure.
